    NIU Li cheng, Special Adviser of CITCC, the former Vice Commissioner of the Taxation Administration of the Ministry of Finance, Former Executive Vice Commissioner of the State Administration of Taxation. After he retired from the government, he founded CITCC and China Association of Taxation Consultancy and held the presidency of the two organizations. He is now also the Chief Adviser to China Association of Taxation Consultancy.

     ZHANG Xiang hai, special Adviser of CITCC, the former Vice commissioner and chief Economist of the State Administration of Taxation.He succeeded Mr.NIU Licheng as the CITCC president. He is now the Vice President of China Association of CAPs.
